# Worksheet instructions

These files contain a blank template and synthetic worked example. They are planning records, not a payment import specification. Import IDs as text and preserve leading zeros. Amounts are USD. Keep bank details, tax identifiers, patient data, customer addresses, and confidential source content out of these files. Store evidence in an access-controlled system and use references here.

The example uses invented rates and agreements. Replace them with your approved terms, due dates, authority rules, and legal requirements. No formulas or external links execute in these CSVs. Calculate values in your controlled working copy and validate totals before relying on them.

## Capacity calculations

Each row is a separate scenario, not additive volume. Demand hours = daily arrivals × minutes per item / 60. Capacity hours = reviewers × productive hours each. Capacity items = capacity hours × 60 / minutes per item. Backlog growth = the greater of zero or arrivals less capacity items. The normal scenario has 60 spare item slots; its backlog growth is zero. In the surge scenario, backlog grows by 300 items daily, or 900 over three days with unchanged assumptions. Exception-heavy volume grows by 450 daily, or 1,350 over three days.

Productive hours exclude other duties. These average handling-time assumptions are illustrative. Split case types when complexity matters. This model does not estimate queue wait times or establish a staffing standard.

## Funding calculations

Forecast obligations = daily arrivals × funding days × average item amount. Planning total = forecast obligations × (1 + reserve fraction). Thus 900 × 3 × $180 = $486,000 and $486,000 × 1.15 = $558,900. The 15% reserve is an invented planning assumption, not a provider requirement.

The example assumes all forecast items become payable at the stated average. Add existing obligations, travel, additions, and fees separately in your working model. Match funding to actual due dates and account requirements. A review backlog is not permission to miss an obligation. Funding estimates are not approved payables.

## Tabletop exercise

Assign a deployment owner, fee-rule owner, reviewer backup, treasury owner, and communications owner. Introduce a new adjuster, a changed fee schedule, a reopened claim, and a missed cutoff. Record the next action and evidence needed for each. Confirm the reviewed onboarding identity maps to the authorized payment recipient. After the surge, review remaining supplements and return temporary roles and fee rules to their agreed state.
