# Adoption worksheet instructions

Use one period per row. Choose a consistent unit such as an obligation; do not mix transfers, contractors, and invoices in one denominator. Include known off-process obligations. Reconcile the population beyond the primary platform. Assign each obligation to exactly one category: any bypassed portion makes it a bypass; otherwise any controlled-exception portion makes it a controlled exception; only wholly standard-route obligations count as standard.

Standard + controlled exception + bypass must equal all in-scope obligations. Standard rate = standard ÷ total. Approved-route rate = (standard + controlled exceptions) ÷ total. Bypass rate = bypass ÷ total. A zero denominator should produce no rate, not 100% adherence.

The example has 920 + 50 + 30 = 1,000; rates are 0.92, 0.97, and 0.03. Format decimals as percentages in your spreadsheet. Bypass reason counts in the article are mutually exclusive and sum to 30.

The plan is a sample cadence, not a promise that issues resolve by day 90. Add actual owners and dates in your controlled copy. Track payment accuracy, case age, and reconciliation beside adherence. CSVs contain plain values.
